For organised industrial zones (OSB), planning work draws on the research carried out for the zone, the opinions of the relevant authorities and general urban-planning principles. It is prepared under the OSB Zoning Plan Specification, Zoning Law No. 3194, the Regulation on the Preparation of Spatial Plans and all related legislation, by plan authors holding the title of urban planner and the licence class required for the size of the zone. Plan amendments follow the same size-based rule.
The zone’s plan proposal is submitted to the Ministry together with a reasoned board resolution. Where the main plan decisions change, a resolution of the founding committee or the general assembly is obtained. Proposals are prepared as a master plan at 1/5000 or 1/2000 scale and an implementation plan at 1/1000 scale. A zoning plan is a whole made up of its sheets, the plan report and the plan notes; matters that cannot be shown on the drawing are set out in the report.
